The Commission is urged to consider in preparing the Revised Study Plan Determination that to date the option of continuous low flow dam discharges keyed to reservoir inflows has not been adequately presented as a project operations alternative. Instead, emphasis has been placed on evaluating the ramping rates as a means of correcting flow related problems downstream. The two are not the same and should not be confused. In addition to biological effects from the dam discharge, the high volumes traditionally released from Toledo Bend Dam make fishing difficult and less productive in the river below. Boating and swimming are considerably more hazardous when the river is elevated by the discharge. The Commission is therefore encouraged to evaluate the recreational aspects downstream of Toledo Bend Dam in light of both the flow and biological data from the proposed studies.
